- ItemA alfabetização de crianças com seis anos: uma contribuição para o debate sobre aquisição de habilidades de leitura escrita e matemática no primeiro ano do ensino fundamental(2008) FONTANIVE, Nilma; KLEIN, Ruben; BIER, Sônia ElizabethThis literacy project deals with 6-year-old students that have engaged in the first year of Public Elementary Schools in the state of Rio Grande do Sul in the south of Brazil. Aiming to evaluate the reading, writing and math skills achieved by the students, an experimental model was designed. This model divided the students into four groups, where three of them took part in learning activities conducted by three different institutions, and the fourth, called group of control, took part in activities conducted by the schools themselves. The results of the activities were presented on a reading, writing and math proficiency scale and it showed the development of the students' performance at the end of their first year of school. The main outcome showed that the results of the three groups of intervention were better than the results of the control group in reading and writing and there was no difference in mathematics. A measure of the socioeconomic level of the schools was built and no difference in distribution was found.
- ItemA avaliação vista sob o aspecto da educação a distância(2006) MALTEMPI, Marcus Vinicius; ROSA, MaurícioThis paper presents the assessment as an aspect, sufficiently important for the education in general, that also it must be thought and be discuss in front of the Distance Education. Thus, from our experience as professors and having for context a course fulfilled totally at distance, we analyzed some interactions that occurred during the course, which was developed having as north the constructionist educational theory. We also used this theory to elaborate our ideas regarding the character of the evaluation front of a formative conception, in an environment of Distance Education, which valued all the types of interaction. Then, we united the Constructionism with the Formative Evaluation, which aims to perfect the learning process of the pupil instead of measure what this learned.
- ItemA descentralização como política pública no setor educacional: uma análise dos impactos em escolas públicas do município de Curitiba-PR(2005) TAKAHASHI, Adriana Roseli WunschThe municipal obliquity, due to the structural change of the last decades, has defined new decentralized orientations on public policies. In the educational area, this process meets the democratization and autonomy trends of public schools. To analyze the impact of this policy on the schools routine, this project tried to reach two local public schools in Curitiba, located in Parana State, which strategies were chosen to manage the financial resources, and their impact on teachers activities. For this, interviews were held with schoolmasters and teachers, and questionnaires with teachers, in order to analyze each result, and then compare them. In both cases, the results show the organizational agreement for the decentralization, the mobilization of decision forum to manage them, and the advances of the teaching process. The difficulties emphasized in this process pointed to the need of attendance, and the evaluation of public policies — pointed as a typical problem in Brazil.
- ItemA pesquisa-ação como instrumento de análise e avaliação da pratica docente(2005) ABDALLA, Maria de Fátima BarbosaThis article intends to reflect on research-action as an instrument to analyze and evaluate the teaching practice. To do so, it investigates a group of Elementary and Grade School teachers involved in a Continued Education/ University Training Program. From this perspective, the text approaches aspects that guide the research-action methodology and evaluates its effects, analyzing them from the following perspectives: the school structure as a work context; teacher practices face to the teaching and research situation; and the habitus as a way of being and practicing the profession. As conclusions, even if partial, this article announces a few principles that allow one to bring new meaning to research-action as a professional training and learning strategy that is able to make the teaching practice more critical and coherent in the search for its needed transformation.
- ItemAnálise envoltória de dados para avaliação de departamentos de ensino(2004) MELLO, Maria Helena Campos Soares de; LETA, Fabiana Rodrigues; GOMES, Eliane Gonçalves; MELLO, João Carlos Correira Baptista Soares deWhen evaluating teaching departments at a university, there is always the impression of subjectivity, due to the greater or lesser importance attributed to the functions they must exercise: teaching, research and extension. In addition, current models based on weighted sums oblige departments to perform well on all items evaluated, seriously harming those who have a very strong vocation in only one area, such as a strong teaching department, but without research . These two problems are particularly serious when evaluation is used to allocate resources, whether financial, material or human. This article proposes an alternative model based on Data Envelopment Analysis (DEA). This technique compares each department's output with available resources. The attribution of weights to each item is differentiated by department, so that there is no subjectivity and the item with the best performance of each one is valued. In this article, departments of the Technological Center of the Universidade Federal Fluminense are evaluated, considering as resources the number of professors, and as variable products linked to the number of students, number of classes, research and expansion. Models with and without weight restrictions are used.
- ItemAs políticas de formação de pesquisadores: análise comparativa (Portugal-Brasil) em contextos de programas de pós-graduação(2009) FERREIRA, Naura Syria Carapeto; PACHECO, José AugustoThis article comes from two researches about researchers and professionals in higher education in the Postgraduate Education training policy in two countries, Portugal and Brazil. From the methodological point of view, we analyze the differences and similarities. We use the comparative historical-critical method to detect the discrepancies in the two countries and, in particular, within the Program of Postgraduate Stricto Sensu in Education. It seeks to understand some issues that emerge from the comparison and presents a comparative methodological view on the subject of the researchers training policies . In Brazil, the productivity, which is a principle category in business logic, invaded the academic and educational fields as a whole, developing an unprecedented need for production in the history of Brazilian education. In Portugal, and what can be analyzed from the changes in the parameters of the Bologna Process, the research at the postgraduate level has been primarily influenced by the national agency called Science and Technology Foundation. Thence come the conceptual syntheses presented.
- ItemAutoavaliação e gestão democrática na instituição escolar(2010) SILVA, Itamar Mendes daThe purpose of this text is to discuss the Evaluation of Basic School and its interfaces with School Management, as well as the possible repercussions of this practice in decisions and actions in the institution quotidian. It presents the results of an investigation that focused on process of evaluation that count on the participation of fathers in four schools of Child Education and Initial Years of Fundamental Education in a medium sized city located in the metropolitan region of São Paulo. The analysis was concentrated in documents of evaluations carried out by the institutions themselves - secondary data. The study based conclusions that the process of evaluation in spot compounds the context of a Democratic Management in initial stage of construction, which expresses the contradictions between the proposals of the education system and the interests and needs of schools, but that constitutes an important piece for the promotion of a school where fathers
- ItemAutonomia da escola: uma reelaboração dos sonhos e dos anseios por uma escola democrática: o caso de Pernambuco(2004) SOUSA, Luis Carlos MarquesThis article discusses the incorporation of the principle of autonomy in the public education system in the State of Pernambuco based on a survey of the documents through which, in the period from 1995 to 2002, educational policies for this same system were formulated. The research had as its starting point the understanding that the implementation of the principle of school autonomy in Brazilian educational policies resulted from the redefinition of the role of the State, which, in the midst of the productive restructuring process, came to be governed by neoliberal ideas. From this understanding, there was also the understanding that such implementation resulted from the external monitoring process that has been taking place on national educational policies, formulated throughout the 1990s. As for the researched education system, it was found that the implementation of school autonomy continued the cooptation and reframing logics that, at broader levels, have guided the neoliberal version of this principle.
- ItemAvaliação do aprendizado via educação a distância: a visão dos discentes(2009) ARIEIRA, Jailson de Oliveira; DIAS-ARIEIRA, Cláudia Regina; FUSCO, José Paulo Alves; SACOMANO, José Benedito; BETTEGA, Maria odette de PauliThe long-distance education is an important movement in the educational context which recently has gained space due to the impulse received by the development of the computer science tools and communication. So, the article is inserted in this context, abundance of technological resources, rapidity in communication, greater interactivity by Internet and requirement of capacity by the labor market. This work had as main goals: to evidence the position of the current education academics on the long-distance education methodology; to evaluate the strong and weak points of this new methodology in their points of view; and also to evaluate their perception in relation to the advantages and disadvantages of this method compared to the current one. A research with half-structured questionnaires was made with a group of 30 academics from a Higher Education Institution. As the results showed, the way how the academics have received and inserted themselves in the dynamics of the on line education deserves attention. The majority of the pupils are satisfied with the results and with the possibilities that this kind of education adds to their learning. It was verified that the academics recognize the importance of the Long-distance Education, although they still prefer the traditional model of education. We had better keep in mind that this is merely an exploratory study, where questions on the subject had been raised, and that these questions have to be better explored and discussed in other works, such as: how would the academics like to use the Moodle tool; what are the aspects or factors that motivate the long-distance study.

However he, also indicates the need to examine traditional evaluation techniques in order to decide what changes shall be made to become them more update and adequate to students and teachers needs. Finally, he suggests that public schools autonomy should be increased in order to make the evaluation process more democratic.
- ItemAvaliação em alfabetização(2005) OLIVEIRA, João Batista Araújo eThe paper discusses how a wrong definition and partial understanding of the skills involved in teaching to read and write can lead to the development of assessments which do not allow correct inferences about the reading and writing competencies acquired by students. In particular, the confusion between reading and understanding precludes the correct interpretation of test results. The author suggests that the definition and competencies shared by the international academic community might be more adequate to assess beginning reading and writing skills.
- ItemAvaliação institucional na Alemanha e no Brasil: análise comparativa(2002) NASCIMENTO, Raimundo Benedito do; XAVIER, Lila Coltilde BarbosaThis article seeks to situate the evaluation in the perspective of that which is developed in Germany, according to Professor Dr. Hans-Günter Rolff, with emphasis on the CIPP Model, by Stufflebeom, which prioritizes the institutional evaluation process and not only the results arising from this process. For this, an assessment of the assessment itself (meta-assessment) is necessary, with the main objective of improving the quality of teaching. In addition, an analysis was made between this model and the generic Brazilian references on the evaluation of educational institutions, reinforced by the national concern to guarantee quality education to all citizens.

- ItemAvaliação: relato de uma experiência pioneira(2002) BOCLIN, Roberto GuimarãesThe study reports an institutional evaluation survey carried out by IDEG -Instituto de Desenvolvimento da Guanabara, an institution linked to the Federation of Industries of the State of Guanabara, in 1970, for SENAI-GB, pioneering in its scope and methodology. It evaluated the institution's performance in the period between 1965 and 1968, in providing professional training courses, in four of its schools, with a total of 6,300 graduating students. It researched administrative, operational, economic and financial aspects, adopting criteria and indicators that favored a qualitative and quantitative analysis of its performance. It was extremely innovative in its proposal, having been adopted in practically all Brazilian states, establishing the conceptual bases for the assessment at SENAI. On the other hand, the author reports conceptual aspects that influenced the aforementioned study and others that, currently, have established themselves in the academic scenario in the field of evaluation. It is a contribution to evaluation studies and a fair reference to the merits of the research carried out by IDEG.

This article intends to show that the researches elaborated by students must be done in an ethical and systematized way, in order to provide a significant building of learning, and also to propose an investigative attitude when dealing with the unknown and the restrictions imposed by nature and society. In this kind of activity the assessment takes into consideration the involvement, participation, knowledge creation, development, journey and quality in the educational process. This paper is based on a research on second grade students and teachers from one private High School and one public High School in the city of Curitiba. The results show that the survey is a viable educational activity in the school environment and that teachers have a great influence on the education of future university student researchers. It emphasizes that teachers should be aware of their role as educators and that they also have to encourage the teaching-learning process in school. Thus, teachers should not accept copied research papers from students, and the students must know that this practice will not increase their knowledge.

This is not a discussion on Learning Theories, but aims to analyze the role of acquisition, retention and transfer. It emphasizes learning according to these three aspects as an essential foundation for all theories of Learning, although some theories do not consider the role of acquisition, retention and transfer of learning. It is proposed that a general reconceptualization of these aspects is necessary. A model for the learning process is not presented because our concern in this study is to draw attention to the three selected aspects of the learning process.
- ItemAvaliar aprendizagem: uma questão de formação docente(2007) GURGEL, Carmesina Ribeiro; LEITE, Raimundo HelioThe subject of this research wa to analysis assessment practices from the teacher's point view in an effort to find resources and references that would help the teachers to become competent in learning assessment. The research was carried out in the Federal Univercity of Piauí, specifically on the Teresina Campus. The universe was composed of 473 docentes who were holders of masters or doctoral degrees. The sample for interviews and the application of a questionnaire was comprised of 40 docentes belonging to six differente teaching experiences reanging from 16 to 26 years. The data collected during the research was examined using the theoretic model for content analysis suggested by Lourence Bardin. By way of conclusion we tried to eleborate from the results, obtained and consequently for university teaching and consequently for bettering the quality of learning in an neffort to make the students more professionaly competent.
- ItemBenefícios e riscos da proteção e comercialização da pesquisa acadêmica: uma discussão necessária(2009) OLIVEIRA, Rodrigo Maia de; VELHO, LéaThe research university worldwide has been undergoing considerable internal transformation. The reasons are manifold ranging from changes in publishing behaviour triggered by evaluation and research systems, to social and government pressure on the set up of research agendas, to the difficulty in maintaining adequate infrastructure and qualified human resources up to the newly created mechanisms for protection and commercialization of research results. The latter is the focus of this article, which analyses the diverse and conflicting views of the impact of the patenting and licensing process (IPRs) of academic research results on the traditional activities carried out by universities, namely research and teaching. It argues that the benefits of IPRs must be weighted against the risks involved in this process. The article suggests questions and approaches for new studies that could contribute to monitor and assess Brazilian universities and to design Science and Technology and Higher Education policies.

It analyzes these policies in the municipality of Cabo de Santo Agostinho in the outskirts of Recife in 2003 and 2004.
