- ItemBookline: uma ferramenta tecnológica a serviço da avaliação de trabalhos científicos em eventos acadêmicos(2016) WEYH, Cênio Back; OLIVEIRA, Fernando LuisThe use of technologies has been more common each day in teaching. The softwares that facilitate the teacher’s work as a technological source can also be used for other aspects of education. The scientific events are fundamental for the particular student’s learnings in higher education. Considering the complexity of coordinating an event due to the number ofpeople involved and the means of sending works for analysis and their evaluation during the event, we looked forward to developing technological tools. In this sense, we developed a software to manage scientific events providing an interface for the organization of the works’ evaluation and of the criteria for evaluation, as well as the management of evaluators and their thematic areas of performance. The software named Bookline was designed for mobile environments, making it possible for the evaluators towander around freely during the evaluations, getting additional information about each criterion of evaluation, in order to enable the widest spectrum in the constitution of the work’s mark. At the end of the evaluations, the evaluator sends his considerations to the central server, that processes and compiles its data and from the rest of the evaluators identifying if the work was accepted.
- ItemCriterios a considerar para la financiación de la educación superior en Venezuela(2016) TORRES-NUÑEZ, Luis E.The growing economic inability in Latin-American states to finance public universities, has positioned public funding as a common theme in almost all targeted reforms of higher education. Insufficient public resources are compromising the effectiveness of academic management in public universities, without knowing the key economic issues for strengthening public sector policies. This essay isintended to: propose a new system of criteria for funding of higher education; based on the analysis of the Venezuelan experience in allocations of public resources used to finance higher education institutions during the 2000-2015 period. It is a documentary research. The proposal contains seven (7) integrating elements that would lead to the establishment of a funding policy for higher education. Finally, it is suggested that the State exceeds the old negotiated "incremental “schemes, "rigid" budget formulas and deferred funding allocations, which fail to identify basic needs and costs associated to the academic management of higher education institutions, in terms of promoting efficiency, equity and decentralization in public funding for the Venezuelan higher education system.

- ItemEditorial(2016) ALMEIDA, Maria de Lourdes Pinto de; SANTOS FILHO, José Camilo dosIt is with great pleasure that we present a new issue of the International Journal of Higher Education – RIESup. Ortega y Gasseti (1989, p. 26), Spanish elitist thinker, already warned us that “reality is not something given, offered – but a construction that man makes with the given material”. Thus, all knowledge production must be understood from the relationship of the subject of knowledge with the objects of the world that he intends to apprehend. The phenomenon of knowledge, based on the subject-object relationship, finds its resolution in the production of concepts – that which brings together the different parts (as revealed by the etymology that brings together the etymology of the word), that is, as an abstraction of what was investigated.

- ItemEditorial(2015) ALMEIDA, Maria de Lourdes Pinto de; SANTOS FILHO, José Camilo dosAt the time of the "birth" of another periodical on higher education, it is worth recalling some relevant events about higher education as a specific research area within the great area of education, in itself a multidimensional and complex field of problems that needs to be consolidated as “educational sciences” in order to subsidize educational practice with increasingly solid theoretical foundations to make it more efficient and effective in its practice and in its benefits. This new journal joins the family of periodicals on higher education with the purpose of contributing to the consolidation of this field of research, especially in the Latin American space.

- ItemEditorial(2016) ALMEIDA, Maria de Lourdes Pinto de; SANTOS FILHO, José Camilo dosIn the Western world, the university was born internationalized in both its faculty and students. Professors from various regions of Europe were attracted to some important universities and consolidated the academic prestige of some area of knowledge which, in turn, attracted students from different regions of the continent. - ItemEditorial(2019) SANTOS, Gildenir Carolino; ALMEIDA, Maria de Lourdes Pinto de; SANTOS FILHO, José Camilo dosSince the entry of the Internet into the universe of electronic publishing, a new method of online publishing was created with the intention of facilitating the publishing and publishing processes, as well as giving greater visibility of the published articles.Created a certain time on the European continent, and now gaining space in the Americas, this method is called rolling pass, or simply PC, which is the publication of articles in a single volume without periodic breaks, without waiting for the closing a number to publish another, which can decrease the visibility of the articles, and gaining more impact on the query and quotes of articles. (RODRIGUES, SANTOS, 2019).Thus, since October 2018, the International Journal of Higher Education -RIESUP, adopts this modality to strengthen and accelerate the development of the publication of the GIEPES Research Group of the Faculty of Education of the State University of Campinas in partnership with the Ibero-American Network of Studies and Research on Policies and Processes of Higher Education -RIEPPES -University of the West of Santa Catarina, with the mission of socializing the production of studies and scientific research, theoretical or empirical in the area of higher education. (SANTOS FILHO, ALMEIDA; SANTOS, 2019).Socializing the production of studies and scientific research in the area of higher education is what we want most in the RIESUP publishing, and therefore, the entry of the continuous publishing modality met this need and this mission was fulfilled in the scope of our journal. In addition, RIESUP is one of the only publications in the area of Education to be published in 02 (two) languages: Portuguese and English, while sometimes English is also replaced by Spanish. We can say that the language barrier is no obstacle to the breakthrough of the Journal between borders.

- ItemEl impacto del acuerdo de Bolonia en el sistema de educación superior en Chile(2016) ESPINOZA, Oscar; GONZÁLEZ, Luis EduardoThe purpose of this article, which is based on a descriptive study is measure the impact that had the Bologna Agreement in the Chilean higher education system. To this end and through the use of primary and secondary sources, analyzes different aspects of the future of the university system, associated with the objectives outlined in the Bologna Agreement. The compiled evidence to conclude that the Agreement had a positive impact in areas such as: the assimilation of transferable credit system (TCS-Chile) in CRUCH universities, mainly; academic and student mobility in pre y graduate who has experienced a substantial increase albeit low relative to gross enrollment of the sector, so it is still far from the record level observed in developed countries; interinstitutional cooperation and work in networks (between institutions in Latin America and between Latin and European universities), who had a remarkable progress in the last decade, which in the medium to long term could facilitate the creation of a higher education space Latin American. On the other hand, it had weak impact or little significance in relation to: the titrations and validation processes for studies associated with them, as they are supported by very diverse nature of normative and different dates; the curriculum and training organized around the cycle, as follows coexisting in Chilean universities a mix between the traditional Napoleonic model and the cycle scheme proposed in Bologna; excessive linking of undergraduate studies with the requirements of the productive sector, which results in deterioration of the academic function of the university; and processes that ensure the quality that continue to evolve in Chile and the Latin American region more autonomously.
- ItemEn busca de la evaluación de la educación superior en Uruguay: un caso de adopción tardía y asimetría estructural(2016) LARRECHEA, Enrique Daniel Andrés Martinez; CASTRO, Adriana María ChianconeThe chapter analyzes the case of higher education evaluation policies in Uruguay, the only country within MERCOSUR which did not generate neither a national nor a regional accrediting agency and whose public debate on evaluation has very special features. The paper presents the case of Uruguay, in the context of the countries of the region and describes and identifies the major initiatives on evaluation, accreditation and quality assurance in the country. This sector of public policy appears crossed by two key dimensions to understand the domestic case: first a very strong structural asymmetry of the higher education system in transition to new scenarios. Second, his condition of late adopter raises special challenges for the country, which differ from those faced by all those countries where defined public policies have been adopted. The final discussion of the initiatives and ongoing discussion leads to the conclusion that public policy evaluation and accreditation of higher education are concrete and historical products, they can not be transferred uncritically from one country to another, neither from a historical period to another, especially one of acceleration of global and local trends of transformation. In such conditions, a certain amount of critical imagination is required and the relevant chapter provides conceptual categories to take on the task of building a culture of evaluation in the Uruguayan higher education
