O acesso de estudantes com deficiência ao ensino superior no brasil: direito ou concessão?

Abstract

Este artigo objetiva discutir o direito de acesso dos estudantescom deficiência ao ensino superior no Brasil. Propomos uma análise pelo viés das políticas governamentais e institucionais, buscando compreender o cotejamento entre o Estado e a Sociedade Civil, na constituição desse direito educacional. Como principais referências teóricas, utilizamos os trabalhos de Norberto Bobbio e Nicos Poulantzas, entre outros. O estudo aponta que a “inclusão” de estudantes com deficiência, nas instituições de ensino superior, é um desafio em uma sociedade excludente, e que a constituição desse direito não foi “dada”, mas construída historicamentepor meio de embates e lutas travadas em uma “arena de disputas”.This article aims to discuss the acessright of students with disabilities to higher education in Brazil. We propose an analysis from the perspective of government and institutional policies, seeking to understand the comparison between the State and Civil Society, in the constitution of this educational right. As the main theoretical references, we use works of Norberto Bobbio and Nicos Poulantzas, among others. The study points that the "inclusion" of students with disabilities, in higher education institutions, is a challenge in an exclusivesociety, and the constitution of this right wasn ́t "given", but historically constructed through clashes and struggles in “an arena disputes”.
