Este artigo apresenta reflexão sobre o sistema CEP/CONEP e as pesquisas com seres humanos nas áreas de Educação e Ensino. Foi escrito a partir da experiência como editores de periódicos e os conflitos emergentes com pesquisadores com relação às suas pesquisas com seres humanos. Destaca-se que o CEP/CONEP não se trata de ética na ou da pesquisa, mas de normas para boas práticas científicas. Ao final, constatou-se que: parcela significativa de periódicos apresentam informações superficiais nas normas de submissão sobre pesquisas envolvendo pessoas; bem como se evidenciou que há, ainda, muitas pesquisas com seres humanos nas áreas de Educação e Ensino conduzidas sem envolver o CEP/CONEP, como se o sistema fosse desconhecido ou tomado como desnecessário.
This paper presents a reflection on the Brazilian CEP/CONEP system and research with human beings in the areas of education and teaching. It was written from the experience as journal editors and the emerging conflicts with researchers regarding their research with human beings. It is highlighted that CEP/CONEP is not about ethics in or of research, but about norms for good scientific practices. In the end, it was found that: a significant portion of journals present superficial information in the submission rules on research involving people; as well as it was evidenced that there are, still, many researches with human beings in the areas of Education and Teaching conducted without involving the CEP/CONEP system, as if it was unknown or taken as unnecessary.
