Resumo
O artigo pretende avaliar alguns aspectos do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb) com base na legislação e em bibliografia pertinente. Constata que (1) ele traz pouco dinheiro novo (a complementação federal, correspondente a 10% da receita nacional); (2) em muitos casos, não possibilita a melhoria salarial dos profissionais do magistério pois os 60% vinculados a isso se baseiam apenas na receita do Fundeb, prejudicial aos governos que perdem com o Fundeb, e não na receita total vinculada à educação; (3) são frágeis e/ou pouco claros os critérios dos fatores de ponderação dos vários níveis e modalidades de ensino; (4) a legislação é inconsistente e privatizante; (5) o número de matrículas e escolas estaduais e municipais na educação básica caiu de 2007 a 2019.
The article seeks to evaluate some aspects of the Fund for Maintaining and Developing Basic Education and Valorization of Education Professionals (Fundeb) based on the legislation and relevant literature. It finds that (1) it brings very little fresh money (10% of the national revenue); (2) in many cases, it does not enable the salary increase of teaching staff, as the 60% devoted to it are based only on the Fundeb revenue, which is detrimental to governments losing with Fundeb, and not on the total revenue linked to education; 3) the criteria of defining the weights of the various levels of basic education are fragile and/or not clear; (4) the legislation is inconsistent and favour private enrolments in nurseries, pré-schools and handicapped institutions; (5) the number of state and municipal enrolments and schools in basic education has fallen between 2007 and 2019.
