Abstract
Este artigo discute o financiamento da educação de qualidade a partir do entendimento de que a qualidade integra o núcleo essencial do direito à Educação. Analisa como financiamento e qualidade da educação estiveram presentes na legislação educacional brasileira até a inserção do conceito de padrão mínimo de qualidade e de sua relação com um valor por aluno. Discute a evolução para o conceito operacional custo aluno qualidade, calcado sobre os insumos necessários à educação de qualidade. Destaca que a meta7 do PNE, embora adote a avaliação da qualidade orientada por resultados de desempenho em testes padronizados, medidos pelo Ideb, não abandonou a avaliação orientada por insumos em suas estratégias, de modo que dialoga com a meta 20 que consagrou o custoaluno qualidade. Aponta os desafios da execução do PNE para proporcionar o financiamento da educação de qualidade.
This article discusses quality education’s funding, considered as part of right to education’s core. It analyzes such as funding and quality of education attended the Brazilian educational legislation by inserting the concept of a minimum standard of quality and its relationship to national value per student. It discusses the evolution of operational concept called quality cost per student which is modeled on the inputs required by quality education. It highlights that PNE’s target number 7, although adopting the assessment of quality oriented by performance results on standardized tests, measured by Ideb, has not abandoned oriented evaluation based on inputs into their strategies, so that it can set up connection with target number 20 which established the cost-quality student. Finally, it points out the challenges of implementing National Education Plan (PNE) to provide funding for quality education.
