- ItemA categoria precisão na avaliação e na meta-avaliação: aspectos praticos e teóricos em um novo enfoque(2005) VELLASCO, Marley Maria Bernardes Rebuzzi; LETICHEVSKY, Ana Carolina; TANSCHEIT, Ricardo; SOUZA, Reinaldo CastroThis article deals with the category precision of a true evaluation in the scope of evaluation and meta-evaluation (evaluation of evaluation). First, it presents the modern conceptualization of evaluation and meta-evaluation and then discusses the role of meta-evaluation to ensure the quality of an evaluation process, in its different approaches, from the four categories of a true evaluation (utility, viability, ethics and precision). The emphasis of the article is on the category precision: (1) its importance in a meta-evaluation, in all the phases or stages of an evaluation, with its advances and its limitations and; (2) its application in the meta-evaluation itself which, while an evaluative process, must also follow the four patterns of a true evaluation. In this sense, practical and theoretical aspects which merit attention in the negotiation, the design, the implementation and the conduction of a meta-evaluation are presented, when the paradigm of the treatment of the data of a meta-evaluation, through the classical logic and not the fuzzy logic, is discussed.
- ItemCultura de avaliação e política de avaliação como guias para a sua prática: reflexões a respeito da experiência brasileira(2009) FIRME, Thereza Penna; LETICHEVSKY, Ana Carolina; DANNEMANN, Ângela Cristina; STONE, VathsalaThere is no doubt that having evaluation policies makes the evaluator's job easier, by providing more transparency to the evaluation process and more security to those involved. However, this can only happen when policies are presented to potential stakeholders in clear language, as they are disseminated and utilized for guiding practice. This suggests that building an evaluation culture is necessary in order to effectively implement an evaluation policy, so it can be fully utilized. This paper briefly introduces and presents what the authors understand as the concept of " evaluation culture" and " evaluation policy" . Then, it discusses the importance of evaluation policies for practice of both evaluation and meta-evaluation, and points out the possible consequences of absence of policies. Recommendations are derived from these considerations in order to inspire procedures to build and implement evaluation policies. Finally, reflections are presented based on the Brazilian experience about " culture-policy-practice" inter-relations in evaluation.
- ItemMelhoria da situação de uma comunidade brasileira de baixa renda: expressiva consequência de sua avaliação(2007) FIRME, Thereza Penna; LETICHEVSKY, Ana CarolinaThis paper describes the activities of a slum-improvement community Program and its concomitant evaluation, both conducted by a non-profit evaluation organization in Brazil, as well as their imminent consequences. The unique aspects of this experience were: (a) recognizing the community's knowledge for detecting its own needs; (b) selecting the best partnership to develop the activities and a competent team to conduct evaluation and metaevaluation; (c) emphasis on community capacity building in evaluation, self-determination, and self-sustainability, and (d) continuous feedback to partners, sponsors and the community. Some visible consequences of this evaluation were: (a) an observed increase in the number of children in school, their performance and respect for moral values, (b) reduced violence, sex abuse, child labor and drug consumption and (c) a notable impact on the evaluating organization itself seen in their commitment to building an innovative methodology. Hopefully the betterment of the present situation is predictive of a dignified future opening up for the community.

- ItemQuestões éticas da prática de avaliação no contexto político brasileiro(2005) OLIVEIRA, Carlos Alberto Serpa de; FIRME, Thereza Penna; LETICHEVSKY, Ana CarolinaThis paper analyzes a conflict frequently encountered by an evaluation professional working in the Brazilian context and its implications to the evaluation process. The challenge is to follow ethical principles that guide a true evaluation, and yet untangle the interaction of all the actors within a complex political context, where: (a) the recognition and regulation of the evaluation profession leaves much to be desired; (b) a strong professional association of evaluators is yet to be formed, and (c) we have little empirical guidance that can enlighten the actors in the evaluation process. The conflict for the evaluator is in implementing the principles and standards that guide the formal preparation of an evaluation professional, in the face of limited autonomy of decisions regarding the use of results and recommendations. We illustrate this conflict by describing three case examples of evaluations by the Cesgranrio Foundation that focused social, educational and corporate programs.
- ItemUm sistema fuzzy de suporte à decisão para meta-avaliação uma nova abordagem e um estudo de caso desenvolvidos no Brasil(2007) LETICHEVSKY, Ana Carolina; VELASCO, Marley Maria Bernardes Rebuzzi; TANSCHEIT, RicardoThis paper presents a new methodology for meta-evaluation that makes use of fuzzy sets and fuzzy logic. It is composed of a data collection instrument and of a hierarchical fuzzy inference system. The advantages of the proposed methodology are: (i) the instrument, which allows intermediate answers; (ii) the inference process ability to adapt to specific needs; and (iii) transparency, through the use of linguistic rules that facilitate both the understanding and the discussion of the whole process. The rules are based on guidelines established by the Joint Committee on Standards for Educational Evaluation (1994) and also represent the view of experts. The system can provide support to evaluators that may lack experience in meta-evaluation. A case study is presented as a validation of the proposed methodology.
