    Espaço Latino-americano e Caribenho de Educação Superior (ENLACES): proposta e trajetória

    This article discusses the constitution process of the Latin American and Caribbean Space for Higher Education—ENLACES, its obstacles and advances, as well as the possible route for the consolidation of this Space. In the development of this text, which is based on a doctoral research, the approach of the new regionalism used by Björn Hettne and Fredrik Söderbaum, the qualitative approach and semi-structured interviews were applied. It was found that the ENLACES process can be divided into two phases: the first referring to the period from 2008 to 2013, in which it remained practically stagnant, and the second, from 2014 onwards, in which a new direction was taken by some steps towards development, which are more related to the beginning of an institutionalization. It was also verified that the construction process of this Space presents more obstacles than advances; nevertheless, some possible paths can be pointed out for a future consolidation of ENLACES.

    O mecanismo experimental de acreditação do Mercosul (MEXA): a construção de um processo regional de certificação de qualidade de cursos de graduação

    This study goals to present and analyze the elaboration and development of the Experimental Mechanism (Mexa) that gave rise to the regional accreditation process of undergraduate courses of the Common Market of the South (Mercosur). For that, the conception of its design, its application, its impacts and its contributions to the establishment of the Regional Accreditation System of Undergraduate Courses were approached. Methodologically, the research was based on documentary analysis and interviews with people who participated in the elaboration and / or application of the Mechanism, focusing on the actions of the Member States that founded the bloc. It was verified that if on the one hand it is possible to consider that the Mexa favored the culture of the evaluation and the accreditation of the higher education in the region, bringing as achievement the joint construction of the whole process by its participants, on the other, the limitations of its experimental character created some problems for the regional process, hindering its application on a large scale.

    SINAES: perspectivas e desafios na avaliação da educação superior brasileira

    Since 1990, Brazil has developed many different strategies to evaluate higher education, beginning with public institutions. In 1994, the Program of Institutional Evaluation of Brazilian Universities - PAIUB, was created by the Higher Education Institutions - IES, aiming at developing an institutional evaluation process. In 1996, the Provão was introduced, followed by other evaluation mechanisms with the objective of leveling the IES in terms of quality which, in fact, did not happen. This paper brings these experiences back and adds subsidies about the building up and implementation of the Brazilian National Higher Education Evaluation System - SINAES, sanctioned by law in 2004, discussing the challenges and perspectives arising out of its implementation
