Abstract
O objetivo deste estudo é discutir a respeito das concepções teóricas e dos discursos sobre alfabetização presentes nas políticas públicasofertadas pelo Ministério da Educação nos últimos vinte anos para formação de professores alfabetizadores: PROFA, Pró-Letramento, PNAIC e PNA. Desenvolveu-se uma pesquisa qualitativa do tipo documental, apoiando-se na investigação de documentos balizadores desses programas. A investigação teve como base teórica os estudos sobre alfabetização e letramento. Constatou-se que PROFA, Pró-Letramento e PNAIC utilizam discursosmuito próximos de alfabetização, tendo suas práticas fundamentadas no paradigma construtivista, do letramento e na consciência fonológica, enquanto a PNA, vem desconstruindo esse discurso, pois defende a instrução fônica.
The aim of the study is to discuss about the theoretical conceptions and speeches about literacy present in the public policies offered by the Ministryof Education in the last twenty yearsfor the formation of literacy teachers: PROFA, Pro-Literacy, PNAIC and PNA. A qualitative research of the documentary type was developed, based on the investigation of supporting/delimiting documents of these programs. The investigation was theoretically based on studies about literacy skills. It was found that PROFA, Pro-Literacy and PNAIC use very close to literacy discourses, having their practices based on the constructivist paradigm, literacy and phonological awareness, while the PNA has been deconstructing this discourse, as it defends phonic instruction.
