O financiamento da educação das crianças de 0 a 3 anos no município de São Gonçalo/RJ: limites e tensões entre o público e o privado

Abstract

Este artigo problematiza as disputas pelos recursos públicos educacionais, tendo em vista as (re)atualizações das políticas neoliberais no cenário nacional. Em especial, tratamos da recente tramitação e regulamentação do (Novo) FUNDEB, buscando evidenciar as ofensivas privatistas sobre os recursos do Fundo. Sob a perspectiva teórico-metodológica do estudo de caso, destacamos as políticas e os interesses em disputa no campo do financiamento da educação das crianças de 0 a 3 anos, em São Gonçalo, município localizado na região metropolitana da cidade do Rio de Janeiro, evidenciando o seu atendimento à creche. O cenário investigado revela a evidência do privatismo como característica educacional predominante, além do insuficiente atendimento ao direito à creche pelo poder público municipal.This article discusses disputes over public educational resources, considering the (re)updates of neoliberal policies in the national scenario. In particular, we deal with the recent procedure and regulation of (New) Fundeb, seeking to highlight the privatist offensives on the fund's resources. From the theoretical-methodological perspective of the case study, we highlight the disputed policies and interests in the field of financing the education of children aged 0 to 3 years, in São Gonçalo, a city located in the metropolitan region of the city of Rio de Janeiro, showing the attendance at the daycare. The investigated scenario reveals the evidence of privatism as a predominant educational characteristic, in addition to insufficient compliance with the right to day care by the municipal government.
