Estado avaliador, accountability e confiança na instituição escolar

Abstract

O artigo apresenta reflexões de natureza téorica sobre a noção de accountability, problematizando seu caráter polissêmico e as mudanças de sentido quando é tranposta docampo político para o campo da educação. Apresentauma síntese dos limites e problemas suscitados pelas novas formas de accountabilitye pelos instrumentos de regulação dos estabelecimentos escolarese sua vinculação ao regime pós-burocrático dos sistemasde ensino, inspirado no modelo do Estado avaliador.Referenciando-se numa abordagem sociológica das teorias da confiança,as análises evidenciam os efeitos potencialmente diferenciados dos sistemas de accountabilitye as condições de confiança nas instituições.This article presents the theoretical reflections on the notion of accountability, questioning its ambiguous character and changes of meaning when transposed from the political field to the education field. It presents a synthesis of limits and problems raised by the new forms of accountability and by the schools’ regulatory instruments and their link to the post-bureaucratic education systems regime, inspired on the model of the state evaluator. Referencing on a sociological approach of the theories of trust, the analysis reveals the potentially different effects of accountability systems and the conditions for trust in the institutions.
