Altas habilidades/superdotação: O que acontece na América Latina?

Abstract

Este artigo discute políticas públicas para Altas Habilidades / Superdotação na América Latina, apresentando uma análise de alguns países do ponto de vista da legislação existente, a maneira como esses dispositivos legais são implementados e os tipos de práticas e estratégias educacionais desenvolvidas. nesses países. Observa-se grande precariedade na área, incluindo absoluta falta de legislação e problemas comuns a todas as nações do estudo, como ignorância da questão de Altas Habilidades / Superdotação no nível educacional e social, falta de implementação de leis e regulamentos, interlocução quase inexistência de outras áreas de políticas públicas e falta de formação de professores para identificar alunos com altas habilidades / superdotação e desenvolver estratégias pedagógicas apropriadas.This paper discusses public policies concerning High Abilities/Giftedness in Latin America, presenting an analysis of some countries, considering the existing laws, the way these legal devices are implemented, and the kind of educational practices and strategies developed in those countries. The research showed the immaturity of the field in Latin America, including the lack of laws and several problems common to all the nations which participated in the study, such as ignorance about the topic in both the general public and the educational systems level; lack of implementation of laws and regulations; virtually nonexistent interlocution with other spheres of public policies and lack of teachers' training to identify high ability/gifted students and develop suitable educational strategies.
