A política de fundos na educação básica brasileira: efeito redistributivo do Fundeb em municípios baianos

Abstract

Este artigo tem o objetivo de avaliar o efeito redistributivo do Fundeb em municípios baianos no contexto da política de fundos como alternativa de equalização do financiamento da educação básica. O estudo caracteriza-se como exploratório e descritivo, partindo de informações disponíveis no Siope, referentes ao ano 2019, em dez municípios: cinco com as maiores receitas e cinco com menores receitas recebidas pelo Fundo. Os resultados evidenciam a contribuição do Fundo para maior equalização do financiamento da educação, a importância da complementação da União e a necessidade de novos mecanismos de distribuição de recursos para redução das desigualdades, ainda que dentro de um mesmo Estado.This article aims to evaluate the intra-state redistributive effect of Fundeb in Bahian municipalities in the context of fund policy as an alternative to equalize basic education financing. The study is characterized as exploratory and descriptive, based on information available at Siope, referring to the year 2019, in ten municipalities: five with the highest revenues and five with the lowest revenues received by the Fund. The results show the contribution of the Fund to greater equalization of education financing, the importance of complementing the Union and the need for new mechanisms for the distribution of resources to reduce inequalities, even within the same state.
