Resumo
O objetivo de presente trabalho é refletir sobre a reestruturação do Estado e a relação desse processo com as políticas públicas de educação realizadas a partir do final do século passado. O contexto de reforma do Estado é tomado como base para o debate acerca da estrutura regulatória engendrada pelo sistema de avaliação da educação e as novas demandas sobre o trabalho do professor. Para tanto, iniciamos o texto com a discussão sobre as transformações da natureza do trabalho educacional, o qual foi influenciado pelo processo de flexibilização, desvalorização e precarização, bem como, por mecanismos de proletarização que atingiram o magistério, repercutindo sobre a organização escolar e provocando a reestruturação política-pedagógica no interior da Escola. Na segundaseção, a vertente regulatória presente no governo Lula, sem, no entanto, desconsiderar que, em relação ao governo anterior, tivemos avanços em muitas dimensões no âmbito educacional. E, por fim, explora o papel de destaque que a avaliação externa tem assumido na educação brasileira e como ela tem gerado interferência sobre o trabalho docente.
The aim of this work is to think about the State restructuring and the relationship between this process and the public education politics, which started at the end of last century. The context of State reform is the basis for the debate on the regulatory frameworks created by the evaluation system of education and the new demands about the teacher's job. To do so, we've started the text with the discussion on the transformations in the educational work nature, which has been influenced by the flexibilization, devaluation and failing system, as well as by proletarianization mechanisms that achieved teaching, rebounding on the school organization, leading to the political- pedagogical restructuring inside the School. In the second section, the regulatory field present in Lula's government, without, though, ruling out that, considering the previous government, we have advanced in a lot of dimensions in the educational field, especially concerning educational funding. Finally, it explores the important role that the external evaluation has had in the Brazilian education and how it has interfered on teaching work.
