- ItemA ofensiva neoconservadora contra as universidades federais no Brasil(2022) CHAVES, Vera Lúcia Jacob; ARAUJO, Rhoberta Santana deO artigo analisa a ofensiva contra a autonomia e o financiamento das universidades federais no Brasil, engendrada pelo governo Bolsonaro. O esvaziamento da prática democrática no processo de escolha dos dirigentes e o subfinanciamento crônico, criam uma atmosfera de incertezas nessas instituições. A revisão de literatura; a consulta de fontes primárias (leis, decretos, projetos de lei, site da Câmara dos Deputados) e a consulta aos portais eletrônicos das universidades subsidiaram a elaboração do presente trabalho. Concluiu-se que está em curso um processo de desmonte e de refuncionalização das universidades federais, sedimentado pela radicalização do neoliberalismo e ascensão da pauta neoconservadora.
- ItemInternacionalização da educação superior no Brasil: programas de indução à mobilidade estudantil(2016) CHAVES, Vera Lúcia Jacob; CASTRO, Alda Maria Duarte Araújo de deThis paper aims to enhance the discussion about the internationalization of the higher education in Brazil, relating it in the contextof capital crisis and its repercussion in the program of student mobility Ciências Sem Fronteiras (Science Without Borders). Presents a reflection about the direct intervention from multilateral organisms of financing in policies of higher education internationalization, when it’s mixed principles of knowledge transferring with economics and competitive reasons that will be materialized by means of “international cooperation” process, tendency that have been developed in whole world. The internationalization is not a new process in Brazil, but its settings has been changed during the last years by means of programs and policies induced by the Brazilian Government which ones the student mobility are emphasized. Based on this perspective, the Brazilian Government, in 2011, created the Science Without Borders Program (CsF), predicting the concession of 101 thousand scholarships in four years. This paper analyzes the concession of undergraduate scholarships by CsF on the term from 2012 to 2014, showing the destiny countries for the execution of this student mobility. The studies showed that policies inducing student mobility adopted by Brazil with the CsF has been contributing to consolidate the internationalization of the country and also that the Brazilian students are searching for countries considered as more developed and with the bests universities when producing knowledge.
- ItemPolítica de financiamento e a expansão da educação superior no Brasil: o público e o privado em questão(2015) CHAVES, Vera Lúcia JacobThis article analyzes the financing’s profile of higher education expansion, aiming to debate about public-private partnership on financing this education’s level during Lula da Silva and Dilma Rousseffgovernments. The study starts from the thesis that the public higher education’s financing it’s directly related to State’s tax adjustment policy implemented in Brazil since 1990, as part of the neoliberal reforms adopted on the Latin America countries, following the guidance of international bodies, such as World Bank, International Monetary Fund (IMF) and Organization for Economic Cooperation and Development (OECD). The qualitative and quantitative methodology was used, by collecting documental sources and data from Institute of Educational Studies and Researches Anísio Teixeira (INEP) and from Federal Government Implemented Budgetary on term from 2003 to 2012. The text reflects the financing policy of Brazilian public higher education, establishing a relationship with public and private expansion of this education level. The study evinced that despite of the increasing of enrollment in Federal public sector, the expansion policy of this education level has granted the private sector by means of governmental incentives, especially with PROUNI (University For All Program) and FIES (Students Financing Fund) programs. The detailed analyze of the Federal Government budgetary considering the transactions between incomes and expenses, a tax adjustment implemented by federal government was evinced, directly hitting the federal public Universities. At the conclusions, we have pointed out the necessity of immediate increase of resources, by means of application of 10% of the Gross Domestic Product (GDP) for Brazilian public education.
- ItemRecursos federais para a educação básica: pacto federativo e os municípios(2021) REIS, Antônio Cláudio Andrade dos; CHAVES, Vera Lúcia JacobO artigo analisa a magnitude dos recursos federais geridos pelo Fundo Nacional de Desenvolvimento da Educação (FNDE), destinados à rede municipal de ensino, identificando o sentido da descentralização das ações do governo central no processo de interação entre os entes federados, com destaque para a rede municipal de ensino. Utilizou-se a metodologia quanti-qualitativa com base em dados documentais e estatísticos. Constatou-se que a redução dos gastos públicos via descentralização esconde o fato do não cumprimento do papel redistribuidor da União, sobrecarregando os demais entes federados, que devem racionar seus recursos, aumentar o número de matrículas nas escolas, sobretudo municipais, sem o devido aumento do aporte financeiro.
