O tema abordado, neste trabalho, buscou analisar o FUNDEB a partir da implementação da Emenda Constitucional 53\2006, analisando a sua construção e mudanças na estrutura de financiamento da educação e, a partir desta análise, buscou-se averiguar os resultados e expectativas que ficaram acerca do FUNDEB, agora, em caráter permanente. O estudo foi feito por meio de documentos oficiais e artigos que abordam o tema. Percebeu-se, contudo, que o FUNDEB em sua implementação trouxe muito do que havia sido realizado pelo FUNDEF, mas passou a ter sua abrangência como um grande elemento de diferenciação e que fez toda diferença para a educação básica, pois passou a contemplar todas as etapas, tornando este fundo de natureza contábil, indispensável para o desenvolvimento da educação brasileira e a busca pela qualidade. Resultando na Emenda Constitucional 108\2020, que traz consigo várias expectativas, entre elas a de melhoria da infraestrutura das escolas, pagamento do piso aos trabalhadores da educação por todos os entes da federação e recurso suficiente para atender todos os matriculados.
The theme addressed in this work sought to analyze FUNDEB from the implementation of Constitutional Amendment 53 \ 2006, analyzing its construction and changes in the financing structure of education and from this analysis, we sought to ascertain the results and expectations that remained about FUNDEB, now, on a permanent basis. The study was done through official documents and articles that address the theme. It was noticed, however, that FUNDEB in its implementation brought much of what had been accomplished by FUNDEF, but started to have its scope as a great element of differentiation and that made all the difference for basic education, since it started to contemplate all the steps, making this fund of an accounting nature indispensable for the development of Brazilian education and the search for quality. Resulting in the Constitutional Amendment 108 \ 2020, which brings with it several expectations, among them the improvement of the infrastructure of schools, payment of the floor to education workers by all entities of the federation and sufficient resources to attend all enrolled students.
