- ItemFormação de professores da educação basica no Brasil e expectativas de docentes que atuam na escola basica(2004) CASTRO, Magali deThe work presents the results of an exploratory research with high school teachers, aiming to detect the difficulties they face in the day-to-day of their profession, as well as their opinions and expectations in relation to the teacher education policy proposed in the Law of Directives and Bases of National Education. Twenty-eight licensed teachers or teachers with a degree in progress, who work in basic education schools in Belo Horizonte, were surveyed. Semi-structured, direct, recorded and transcribed interviews were used, addressing the difficulties they encounter in their teaching activities, the alternatives they present to remedy them and the best ways to implement the Pedagogical Political Project of the schools. Teachers were also asked about current teacher training courses and the need for continued training. The data were organized into three items: 1st) Professional performance and training: the difficulties and alternatives presented by the teachers and the criticisms of the teaching courses; 2nd) Expectations regarding teacher training courses: training that goes beyond technical knowledge, synthesis of theory and practice, and training based on research; 3rd) Continuing education and collective work processes: an urgent need. The testimonies showed that it still needs to be done in relation to the training and profession of teachers and made it clear that a way to rethink training courses and give a voice to teachers, considering the process of initial training as the beginning of a journey that has no end , whatever the level of education in which the teacher will act.

This debate lends legitimacy and shed light on educational planning. Nevertheless, more often than not, decision making does not reflect the real opinions of the interested groups once the process is lead by burocrats in power. The French sociologist Charles Suaud suggested that interested groups have very little influence on the burocrats definition of who they are and how should their representatives be appointed.This paper is an analysis inspired by Charles Suaud work of I Congresso Mineiro de Educação - a pioneer endeavour to broaden democratic participation in Minas Gerais public schools. It is showned that governmental officers that controlled the allegedly democratic hearings, decided unilaterally. When, how and where interested groups would be allowed to give their real opinion and to what extent these might be taken into consideration
