    Duas reorganizações (1995 e 2015): do esvaziamento da rede estadual paulista à ocupação das escolas

    This paper discusses the coincident elements between the proposals for reorganization of the public school system in São Paulo – the first one implemented in 1995 and the second, interrupted in 2015. There are numerous convergences that we attribute to the persistence of an educational policy based on the Principles of managerialism and productivity in the search for the rationalization of the use of educational resource. The results of the study show that in the two proposals for reorganization there was negligence regarding its disclosure of studies and discussion with the population, lawsuits and subjects willing to resist popular resistance to its implementation.

    Qualidade e equidade das condições de oferta no ensino fundamental

    This paper aims to analyzethe conditions of supply of education offered in the schools of Ribeirão Preto city, São Paulo state, in its relations with the socioeconomic conditions of the population of the areas in which they are. It seeks to analyze if the educational policy has acomponent of equity, providing schools with adequate conditions in the poorest regions of the municipality. We used a quantitative approach with the School Census microdata (2010) and Population Census (2010). The results under score the precariousness of public education offered in the city, in general and point to the fact that schools in the poorest areas of the cityt end to have poor conditions, especially regard to the ratio students/class and infrastructure. This finding highlights the need to prepare aimed at reducing inequalities of different kinds in schools with a view to meet the constitutional principle that determines the equal educational opportunities. For this much more investment is vital, in particular as regards the conditions of the offer, are directly linked to adequate funding.
