The private/commercial sector has gained space in the state sector, since the state conditions in its own processuality the accountability mechanisms of the international market. The methodological procedures used are a theoretical study with a bibliographical and documentary character, with a qualitative research approach. It was considered that in the logic of the large-scale evaluation its results are eventually usedto build rankings among institutions, cities, states and countries. In the scope of higher education this evaluation process gives direct emphasis to teaching overvaluing it to the detriment of research and extension.
