    Discussing rights in society is not something recent; it accompanies the different social transformations throughout history. This article is the fruit of investigative discussions and studies wherein the centrality emerged from different comprehensions and normatizations on the right to inclusion faced with social diversity, having for its locus "the institutionality of power", "the order of discourses", "pedagogical practices" and, specifically, "assumption of differences" and "attitudes of acceptation and respect for diversity" in the different contexts of imprecision and contradiction. Expectations of change accords and pacts were found within a political rationale - a possible rationality in the exercise of social inclusion and its operationality conceded.
