The aim of this study is to reflect on the relationship between the School, the students' deficiencies, the teachers' difficulties and the psychosocial risks of these two groups. School is one of the most important paths for the constitution of citizens in all literate countries and it is the main social institution after the family and its function is to educate all children and adolescents. Even with advances, the school system still does not develop a pedagogical project that retains most of its students. Here, the justifications given by the system about the difficulties of learning and social integration are discussed in order to demystify what, according to common sense, would be neuropsychiatric problems, needs of all kinds and even (in)ability of students to assimilate school contents. What was concluded is that public policies do not always consider the main stakeholders - low-income youth - as subjects in the inclusion process, as well as do not support teachers with regard to mental health, so that they can accept and educate the students who receive. In this scenario, psychosocial rehabilitation becomes a tool, which has been used by Leite, aiming at the reaffiliation of youth and their articulation with the professionals who assist them.
