    The right of access to information isn't limited to the resources of conventional libraries. The current information society has accelerated the technological and scientific progress of nations but it has brought along with itself a new class of marginalized persons who aren't able to participate and take advantage of these sources, which is necessary for meeting the cultural and physical needs of mankind. In the context of being social and democratic institution, libraries, especially public ones, fulfill their mission of providing the access to information for everyone who needs it. The higher education institute fulfills its mission, relating with local and regional communities,participating of the social problems. The partnership between both institutions is a demonstration of to believe that only the conjunction of efforts can overcome the countless challenges.
